SAN FRANCISCO CHRONICLE -- At forums, street festivals and house parties across the city, the challengers have tried to stand out and explain — sometimes in as little as 45 seconds — how they hope to control crime or attract business. “It does make it more of a challenge to make your voice heard above the voice of a crowd,” said Joe Tuman, a San Francisco State politics professor who announced his candidacy last year when there was just one other person running. “Fifteen people is a lot of people.”
