HOODLINE -- The Haight-Ashbury Neighborhood Council was formed largely in reaction to the freeway plan, and in the early ’60s began creating a coalition. It partnered with a growing number of local academics, like Art Bierman of San Francisco State University, to find more allies — students, local homeowners, artists and other community organizations. Welch credits Susan Bierman (Art’s wife at the time) with spearheading the fight against the freeway project, and notes the prominence of women throughout the campaign.
