KNTV-CHANNEL 11 (SAN FRANCISCO) -- San Francisco State Political Science Professor Francis Neely has spent years researching ranked-choice voting. He says it produces what he calls “sincere voting.”
“That is, I can choose, for my first choice, somebody who’s not very popular but really is ideologically my best fit. And knowing that if that person gets eliminated in an early round, my ballot then will transfer to my second choice,” Neely says.
“All election systems are flawed. This one has its flaws just like every other election system, but overall I think it’s a relatively good system.”
