THIS WEEK IN WORCESTER (MASSACHUSETTS) -- According to San Francisco State University political scientist Ron Hayduk, noncitizen voting was commonplace in America. “For most of America’s history and in the vast majority of the USA, voting by noncitizens was the norm, not the exception.”
