SAN FRANCISCO CHRONICLE -- Former foster child Angelica Mendez was placed in foster care when she was 3 days old and didn’t exit the system until she turned 21. She was fortunate, she said, to be with one family until she turned 18, although they moved to the East Bay when she was 5.
“I feel like uprooting a child from their city can lead them toward a space of isolation and a displacement of their home,” said Mendez, 23. “I feel that can have some negative outcomes.”
With support from San Francisco case managers and social workers, she returned to San Francisco at age 18, feeling a pull back to her home city. She will graduate from San Francisco State University in May.
