ROCKLAND/WESTCHESTER NEWS (NEW YORK) -- Noncitizen voting is not a new phenomenon locally or nationally, according to Ron Hayduk, a Political Science professor at San Francisco State University who authored “Democracy for All: Restoring Immigrant Voting in the U.S.” In the mid 2000s, Hayduk participated in panels on noncitizen voting in Spring Valley, a village within the East Ramapo district.

“Noncitizen voting can produce benefits that improve student outcomes,” he said. “To the extent that we care about kids’ education, the evidence shows that noncitizen voting can support those outcomes.”
