CONTRA COSTA TIMES -- Of the seven top-polling candidates running for Oakland mayor, Joe Tuman is the only one who has never held a job in local government. Opponents cite that lack of hands-on experience to dismiss his sharp and detailed critiques of Oakland leadership. Supporters consider his outside perspective a strength. “Changing city hall is going to require someone from outside of city hall,” Tuman declares in a television ad. The San Francisco State Communication Studies professor known for his years as a paid TV news commentator is campaigning on two big issues —crime and economic growth — and a smaller gripe over parking enforcement.
